zxmobile licensing

I'm new to forum,
I have zimbra 8.6p7 OSS and want to license zxmobile for some of my users,
Is it possible licensing zxmobile to only some of email users?

example i have 350 users,but want to use zxmobile with only 50 users?
is it possible?will I purchase for 350 or for 50 users?

I don't believe there's any way to do that in ZeXtras (or ZCS Network Edition), it's all or nothing.
