Desktop client & video calls

Can I make video calls from a desktop client (like "psi+" or "spark") to the user, who uses web client?
Or vice versa?

At the moment the videochat feature of ZeXtras Chat is based on WebRTC and thus a Zimlet-only feature, but it'll be extended to XMPP during 2016
