    Output from import is below. Importing 5976 items but failing to import 9626 items is not success; it is failure.

    When migrating from a very old Zimbra release "Unrestored Items" are quite common due to the changes in Zimbra's own item validation rules, but there are of course other possible causes for this: please have a look at the "Unrestorable Items" ZeXtras Wiki page for more info about this topic, and feel free to send your External Restore log (located in /opt/zimbra/log/) to community@zextras.com: I'll be more than glad to have a look at it and check the causes of the high number of unrestored items.

    FWIW, exporting items from the same mailboxes using Import/Export and then importing them worked perfectly for all items in question.

    as Cine said, there are many possible causes for your issue and we cannot help you without any log file (export log and mailbox.log)...
