ZeXtras Powerstore only acts on "data" volumes and as far as I know there's no official Zimbra way to move an index volume.
The symlinking one is surely a good idea, you could run the first couple of rsyncs without shutting down Zimbra to minimize the downtime and then stop services -> symlink -> start...
